20 años del último tren que llegó a la Estación Central se cumplieron el pasado 28 de febrero. Ante este hecho, el Grupo de Pasajeros en defensa de la Estación Central reclama que se defina el retorno de los trenes al edificio, de la mano de otros emprendimientos. Rechazan las intenciones de transformar a la Estación Central exclusivamente en un centro cultural, un jardín o una terminal de ómnibus ya que condenaría para siempre al servicio de pasajeros por ferrocarril a ser un modo marginal cuando al mismo tiempo se prevé un crecimiento del tráfico por las obras de reconstrucción total de las vías.
El Grupo de Pasajeros afirma que es perfectamente viable que los trenes regulares de pasajeros vuelvan a salir de la Estación y potenciaría el servicio, que va a ver todas sus estaciones mejoradas con doble vía hasta Progreso en el marco de las obras del Ferrocarril Central. La mala ubicación de la nueva terminal, abierta el 1º de marzo de 2003, provocó la pérdida de unos 100.000 pasajeros por año de los trenes de la línea Montevideo-Progreso-25 de Agosto, debido a su alejamiento del centro de la ciudad. En las redes sociales la mayoría de las personas son afines a que los trenes vuelvan a la Estación. El Grupo reunió más de 23.000 firmas apoyando la reapertura del edificio como terminal de trenes, tanto en forma presencial como digital, siendo entregadas a las autoridades en febrero de 2019.
Los pasajeros rechazan las intenciones de transformar el edificio exclusivamente en un centro cultural, un jardín techado o una terminal de ómnibus, puesto que no se va a construir detrás una estación terminal mucho más grande como ocurrió en Atocha (Madrid), si no que se planteó construir algo mucho más pequeño, constituyendo un despilfarro del dinero público, ya que usando la Estación Central la inversión para devolver los trenes al lugar es mucho menor llegando a su lugar original, sin perjuicio para los pasajeros. El antiguo edificio además es ideal para crear un centro de combinación con ómnibus en su entorno, debido a los accesos laterales y frontales que posee.
No existen estudios técnicos para justificar el desmantelamiento de la infraestructura ferroviaria de la Estación Central pero si existen estudios que avalan su reapertura ante el futuro crecimiento del transporte por riel y puede convivir el servicio con otras actividades en la gran cantidad de espacio disponible tanto en el edificio principal como en la playa de maniobras y construcciones anexas que no necesita. Uno de los proyectos presentados ante el Ministerio de Transporte y Obras Públicas en 2019 para recuperar la Estación Central, elaborado por Alcalde – Arrosa Arquitectos, contó con la colaboración del Grupo para recuperarla como terminal ferroviaria y transformarla en centro multimodal de transporte, tendencia que han seguido varias ciudades del mundo al reabrir antiguas estaciones desafectadas en los años 60 y 70, subsanando errores históricos y reconociendo las ventajas del transporte ferroviario.
En varias ciudades del mundo donde las estaciones fueron reubicadas se comprobó posteriormente el error debiendo luego devolver los trenes al lugar original, restaurando los históricos edificios (Quebec, Saint Paul, Washington D.C.) o construyendo nuevas estaciones en el antiguo emplazamiento (Auckland, Belfast, Hong Kong) a costos millonarios. En todos los casos se verifico un aumento del número de pasajeros después de la recuperación del antiguo punto terminal de los trenes.
La Estación Central “General Artigas” fue adquirida por el Banco Hipotecario en 1998 para la realización de un proyecto inmobiliario (“Plan Fénix”) que no tuvo en cuenta los argumentos técnicos en contra de la clausura y consideraba al transporte ferroviario como algo obsoleto.
